The Joint Interoperability Test Command (JITC) High Frequency Test Facility (HFTF) is responsible for supporting a number of core functions of the Battlespace Communications Portfolio's (JTE) Missions and Responsibilities. Located within Building 57439 at the JITC's Joint Test Facility, the HFTF operates not only the Conformance and Interoperability Laboratories, but a fully functional HF radio facility. The HFTF's facilities also include two remote locations, the HF Receiver site located one mile east of the JTF on Fort Huachuca and the HF Transmitter site located 33 miles north of Fort Huachuca.
BackgroundIn the late 1980's, the requirements for HF radio, HF Automatic Link Establishment (ALE), and HF Data Modems were established in both the military and civilian sectors of the Federal Government. This requirement resulted in efforts by DISA to develop facilities and procedures to insure that interoperability and standards compliance could be verified. As such efforts began, the JITC was tasked to develop test capabilities to ensure MIL-STD compliance and interoperability. In the fall of 1989, the JITC embarked on this mission by establishing the HFTF, and beginning a multi-year effort to develop test procedures to ensure standards compliance.
MissionTo support the DoD's C4I goals by providing Test, Evaluation, Assessment, and Certification services for the Joint Staff (JS), Commanders-in-Chief (CINC's), Joint Task Forces (JTF's), Services, Agencies, Allies, and Private Industry.
Department of Defense Directive (DoDD) 4630.5, DoD Instruction (DoDI) 4630.8, and Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 6212.01 outline the basic Interoperability and standards conformance requirements. These documents also identify the JITC as the executive agency for certification of such requirements and makes available its test facilities for use by DoD and private industry in certification testing. The requirement for HF Radio, HF Automatic Link Establishment (ALE), HF Data Modem, and Electronic Counter-Counter Measures (ECCM) Interoperability and standard compliance testing has been established in both the military and civilian sectors of the Federal Government. These requirements resulted in the development of three applicable Military Standards: MIL-STD-188-141B (Interoperability and Performance Standards for MF and HF Radio Equipment), MIL-STD-188-110B (Interoperability and Performance Standards for Data Modems), and MIL-STD-188-148 A (C) (Interoperability and Performance Standard for Anti-Jam Communications in the HF band.)
