The Joint Interoperability Test Command (JITC) follows the processes outlined in the Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 6212.01F with respect to accomplishing the joint interoperability test and certification mission. The JITC mission is to provide the entire Common Data Link (CDL) Family of Systems (FoS) with comprehensive, independent joint Test and Evaluation (T&E) support services. This includes:
JITC CDL Team assists Program Managers (PMs), Users, and Developers in the testing of CDL for their system usage. JITC provides Compliance Certification and Interoperability Certification throughout the life cycle of DoD systems. JITC is the customer’s preeminent CDL testing facility generating value-added process and product evaluations.
JITC provides the following CDL services (in both Classified and Unclassified environments):
Support and testing activities involve airborne platforms and surface terminals using CDL to exchange data, such as, sensor data, Tactical Digital Information Link (TADIL), and broadcast Information.
CDL is a family of data links that provides full duplex, jam resistant, point-to-point, digital microwave communications for intelligence, surveillance, and reconnaissance (ISR) systems. CDL uses waveforms, defined in CDL Waveform Specifications, that were developed from standardized interface requirements and digital and Radio Frequency (RF) processing techniques.
CDL is designed to achieve data link interoperability and provide seamless communications between multiple ISR collection systems operated by armed services and government agencies.
CDL comprises three subsystems:
The CDL waveform is generated in a Transmit Element that is divided into a digital layer and an RF analog layer. The digital layer contains the functions required to digitally process information and prepare it for RF transmission. The RF analog layer contains the functions required to transmit the digital bit stream via an RF signal. A Receive Element, divided into an RF layer and a digital layer, receives the RF signal and digitally processes the bit stream. The digital, modulator and demodulator, and RF analog functions constitute the waveform that will be tested by JITC for CDL waveform compliance.
