The Department of the Navy has developed a document for prescribing the procedures and criteria for
acceptance and commissioning of DON/USCG DMS sites and components into the DMS global infrastructure. In
accordance with the DON DMS Site Acceptance and Commissioning (SA&C) Procedures, JITC will perform
Functional System Checkout (FSCO), Test & Acceptance (T&A), and On-line Observation of DON/USCG DMS
Area/Local Control Centers (ACCs/LCCs) and Remote Server Sites (RSSs).
FSCO will be performed to assist sites in accepting the initial installation of the DMS Target
architecture. FSCO will consist of the following:
Site Preparation Readiness Reporting
Hardware Inventories
Software/Documentation Inventories
DMS Connectivity Checks (PING)
DMS Organizational Connectivity Checks (TRACEROUTE)
DMS ACC/LCC Connectivity Checks (TRACEROUTE)
DMS Organizational Network Connectivity Tests
DMS Local Network Connectivity Tests
DMS Remote Network Connectivity Tests
Data obtained from the FSCO effort will assist the site in assessing the status of the installed target
architecture. In addition, data collected as a result of the FSCO must be forwarded to the ROSC to fulfill
requirements necessary to conduct Backbone Testing.
T&A will be conducted through a set of Basic Functionality Test Procedures contained in the DON
DMS SA&C document. These procedures are designed to discretely test installed DMS components in specific
functional areas. Execution of these procedures will allow the site to adjust/adapt to the DMS environment
and complete requirements set forth by the DON for DMS Operational Acceptance.
On-line Observation will commence when a pre-determined number of On-line User Base
Organizations have been identified and connectivity has been established between these specified commands
and the ACC/LCC/RSS. Within a particular area, bringing organizations on-line with DMS will be a constant
evolution. However, in order for the ACC/LCC/RSS infrastructure to be accepted for operational use, the
messaging capability between a limited number of user activities and the particular ACC/LCC/RSS must be
observed in an operational environment. On-line Observation will allow the ACC/LCC/RSS to verify Standard
Operating Procedures (SOPs), validate accurate Local Directory population, re-examine connectivity paths,
and evaluate personnel training effectiveness.
